In Berlin, President Lee declares an Invitation to Seoul for Kim, Jung-Il

President Lee, who paid a visit to Germany yesterday, offered some ¡°carrots¡± preparing for the chance Kim, Jung-Il might give up the North nuclear weapon. Such persuasion strategy for Kim, Jung-Il is our unavoidable, conventional ploy; but, in this case, rather than making the public gesture, Lee should have quietly persuaded Kim, Jung-Il. Regardless, President Lee, Myung-Bak¡¯s first ¡°carrots¡± tactic is worth giving a consideration.

It is noteworthy due to its realistic values better thanthat of Kim, Dae-Jung and Noh, Moo-Hyun, especially in a situation where it¡¯s not certain which unexpected turn the Korean peninsula would take within the next year, and also because Kim, Jung-Eun must have had a thought or two observing the recent US special mission on Bin Laden.

Moreover, the current US government, unlike the Bush administration, has the North Korea policy that ignores Kim, Jung-Il altogether. However, we can tell from the history of American policiesthat the US will certainly resolve the Northern nuclear issue, and the tactic would likely include an initial ten or some attempts for conversation untilthey are found ineffective, after whichthey would begina unilateral, military action.

Anyhow, President Lee, Myung-Bak¡¯s gesture of giving Kim, Jung-Il a conditional invitation to Seoul must be a gesture carrying no real risk aiming at the attention of the world. However, one may optimistically surmise that in case Kim, Jung-Il declares giving up of nuclear weapon, at the prompt of US-China, Seoul would be a passing point for Kim, Jung-Il  to reach outpeaceably to the US White House.

The issue ininviting Kim Jung-Il to Seoul is that the US administration currently recommends North-South conversation, and President Lee, Myung-Bak cannot continuously ask for apology and regret as the basis for fostering a relationship with the North. The gesture of invitation to Seoul given to Kim, Jung-Il, which president Lee, Myung-Bak prepared yesterday in Berlin, is valid for one year, and thusremains an issue requiring our attention.

President Lee, Myung-Bak¡¯s duty will have one year left next year, sothe visitation to Seoul won¡¯t be possible unless Kim, Jung-Il makes a resolute decision, but like stated before, if the US-China make it such that the North gives up the North nuclear weaponry,thenKim, Jung-Il may be able to pay a surprise visit to Seoul.

On the other hand, President Lee, Myung-Bak¡¯s duty ends next year, but in that period if the Korean peninsula experiences a uprising by the North problem, for instance if there¡¯d becertain agitation in the border region, current policy states that a president¡¯s urgent order can be activated, and urgent situation may unfold for the South Korea, so it may be unwise to judge hastily about Kim, Jung-Il¡¯s impossibility to visit.
Anyhow, President Lee, Myung-Bak¡¯s Berlin declaration of the policy of embracing the North, the conception not of a peace entreaty but a request to visit Seoul with the condition of giving up the North nuclear weapon, must be seen in a positive light for now. A quiet persuasion of Kim, Jung-Il would have been ideal, but a gesture of offering the ¡°carrots¡± for the destruction of the problematic nuclear weapon is, once again, the limits of the Korean peninsula.
Either next year or the end of this year, in the chance Kim, Jung-Il and his son would come to Seoul, the North Korean structure could positively yield to beginningan era of the second People¡¯s Republic of Josen, but they do not partake in open diplomacy, so it¡¯s regretful that it is difficult for them to put on suits and ties and visit a capitalist country.

The Chinese government is the party entirely responsible for this. The Chinese government should have refrained itself from using Bin Laden like the Pakistani style but like a true allied nation, must have met up with Kim, Jung-Il and advised of opening its society to exterior influences. It¡¯s in the Chinese government¡¯s control that the difficulties in North¡¯s disarmament lie.

Anyhow, Kim, Jung-Il¡¯s visit to Seoul could have changeable effects, and if the Chinese government requests Kim, Jung-Il to open up the society, even greater shock can transmit from Kim, Jung-Il which will heat up the earth, and even a Nobel Prize may become possible. This would be what we would desperate hope for.
